YouTube Music doesn’t have a native desktop client with Google instead relying on a Progressive Web App (PWA). The YouTube Music website might soon add support for offline downloads.
After opening music.youtube.com in desktop Chrome, turning off Wi-Fi, and attempting to browse, we were able to get a “Downloads” tab to appear:

There’s a “Music and podcasts you download will appear here” description that features filters for Playlists, Podcasts, Songs, and Albums. It’s similar to the offline download experience available on youtube.com. You also get a link to “Download Settings” that lets you “Clear downloads.”
We’re not sure when this was first introduced (h/t Reddit), but the podcasts mention suggests it’s fairly recent.
The actual ability to download is not yet live in the UI and will presumably appear in the overflow menu. Offline song downloads will almost certainly require a YouTube Premium subscription, but we’re unsure about podcasts availability.
